
THE AGILITY IMPERATIVE
Why defence innovation now depends on shortening the distance between idea, adoption and operational advantage
Defence has always been a contest between move and counter-move. What feels different now is the speed of the exchange. In modern warfare, a capability that gives an armed force an edge today may be studied, jammed, copied, bypassed or rendered less effective within weeks. In some cases, even days. A drone can be modified; a sensor can be deceived; a communications link can be disrupted; a piece of software can be patched in the field. The battlespace absorbs each innovation, learns from it, and demands the next one.
None of this is theory. We have seen it in Ukraine and recent conflicts in the wider Middle East. Military power remains defined by aircraft, naval platforms, air defence, armoured vehicles, missiles, command networks and the industrial capacity to sustain them. None of which are disappearing. However, these long-cycle capabilities now sit alongside a faster layer of defence innovation: drones, counter-drone systems, electronic warfare, autonomy, artificial intelligence, secure communications, cyber tools, robotics, data fusion and rapid software adaptation.
This faster layer is changing the meaning of advantage. The countries that do well will not simply be those that invent the most impressive technology. Invention is only the beginning. The more difficult question is whether a defence ecosystem can move from problem to prototype, from prototype to test, from test to procurement, and from procurement to usable capability before the threat changes again. This accelerated capacity for rapid development and adoption of operational solutions is the core of the agility imperative for modern defence.
Agility is not improvisation, a slogan to buy quickly, or an excuse to lower standards. In defence, agility is a disciplined national capability. It requires clear priorities, empowered institutions, flexible funding, access to users, secure testing, sensible procurement, industrial capacity, and acceptance that some ideas will fail.
SOVEREIGN CAPABILITY NOW REQUIRES BOTH DEPTH AND TEMPO.

At its simplest, agility means shortening the distance between those who face operational problems and those who might solve them. Soldiers, engineers, entrepreneurs, researchers, procurement officials and industrial partners need to work in tighter loops. That sounds obvious. In practice, it is often hard. Defence systems are not designed for easy access. They are designed for control, assurance, security and accountability. All of those things matter.But when they become barriers to learning, the system slows down.
Ukraine has provided the most visible example of this new tempo. Its innovation cycle has been driven by necessity, not by theory. Frontline feedback, engineering talent, private-sector initiative and national urgency have come together under extreme pressure. Commercial drones have been adapted for reconnaissance and strike missions. Electronic warfare techniques have changed repeatedly in response to new threats. Counter-drone methods have been developed, tried, discarded, improved and used again. Software and hardware changes have moved at a pace that many conventional procurement systems would struggle even to observe, let alone match.
There is a danger, of course, in drawing too simple a lesson from Ukraine. Its circumstances are exceptional. Wartime urgency creates behaviours that peacetime bureaucracies cannot, and probably should not, replicate in full. What Ukraine shows is not a universal model. It shows the competitive advantage of adaptation.
An armed force that cannot adapt swiftly risks fielding yesterday’s answer to today’s problem. That has important consequences for sovereign capability. Defence sovereignty has often been discussed in terms of ownership: platforms, infrastructure, factories, supply chains, intellectual property and national industrial capacity. These remain vital. A country that cannot build, sustain or secure critical capability will always face limits on its freedom of action.
But ownership alone is no longer enough. Sovereignty now also depends on the ability to modify, upgrade, integrate and scale at speed. A nation may own advanced systems, but if it cannot adjust them to shifting operational conditions, its room for manoeuvre is limited. It may import sophisticated technology, but if it cannot understand, maintain or evolve that technology, dependency remains.
It may have strong prime contractors, but if smaller companies, specialist suppliers, universities and research centres cannot enter the defence system, innovation will be slower than it needs to be. In other words, sovereign capability now requires both depth and tempo. Depth provides strength. Tempo keeps that strength relevant.
This is why a number of governments are rethinking how defence ministries work with emerging technology companies. The issue is not simply whether more money should be spent on innovation. Most defence systems already have innovation programmes of one kind or another. The harder issue is whether good ideas can move through the system quickly enough to matter.
For start-ups and smaller technology firms, defence is rarely an easy market. Procurement cycles are long. Requirements can be hard to navigate. Security rules are demanding. Testing opportunities are limited. Cash flow is often fragile. A company may have a useful solution and still fail because it cannot survive the time it takes to become a recognised defence supplier.
This is where the defence ministry as an early customer becomes important. For an emerging company, a first defence customer can provide validation, operational feedback, investor confidence and access to end users. For the state, it creates a way to bring promising technology into the defence ecosystem before it is lost, acquired elsewhere or left outside the system altogether.
The numbers are beginning to show the scale of this shift. Since 2016, the US Defense Innovation Unit has awarded 450 prototype contracts to commercial companies and helped transition 62 prototype contracts, involving 57 unique vendors, into follow-on federal contracts.
Those awards represent $5.5 billion in contract ceiling value, backed by $19.1 billion in private capital. AFWERX, the US Air Force’s innovation arm, has moved at even greater pace, with the Air Force Research Laboratory reporting 10,400 contracts worth more than $7.24 billion since 2019. NATO’s DIANA programme shows the same direction of travel at alliance level, selecting more than 70 companies from 20 NATO countries for its 2025 accelerator from more than 2,600 submissions.
These figures do not suggest that every start-up becomes a fielded defence capability. Far from it. They do show, however, that major defence institutions are now building formal routes for non-traditional companies to enter, test and, in the best cases, scale inside defence ecosystems.

Europe’s proposed AGILE programme points to this wider shift. Its aim is to accelerate disruptive defence technologies from lab to field, with a focus on start-ups, SMEs and fast-moving areas such as artificial intelligence, quantum, cyber, drones and space. The underlying message is clear enough: defence competitiveness increasingly depends on mobilising non-traditional players rather than relying solely on established industrial structures. The UK has been moving in a similar direction through UK Defence Innovation, which seeks to bring previously separate innovation functions into a more coherent system.
The ambition is to give the armed forces faster access to commercially derived technology and to create clearer routes between defence demand and market capability. The test, as ever, will not be the organisational chart. Institutions can be reorganised faster than cultures can be changed. The real question is whether useful technology can move through the system at the speed of operational need.
For the UAE, this debate is particularly relevant.
The country has spent decades building the foundations of a more mature defence industrial base. It has invested in national champions, advanced manufacturing, strategic partnerships, industrial partici- pation, localisation, talent development and technology transfer. These efforts have given the UAE a stronger platform from which to build more advanced national capability. The next phase is about acceleration.
As the UAE deepens its defence and advanced technology ambitions, agility becomes a natural extension of sovereignty. The priority is not only to build national capability, but to ensure that this capability can evolve quickly. That requires a connected ecosystem in which large defence companies, specialist suppliers, start-ups, universities, research centres, investors and government entities are not operating in isolation, but as part of a common national architecture. Tawazun Council for Defence Enablement has an important role in this context.
As a defence enablement institution, it sits at the intersection of industrial development, procurement, capability building and strategic partnership. Its support for Emirati entrepreneurs and start-ups in defence, security and dual-use technologies reflects a practical reality: future capability will not come only from major platforms or established industrial players. It will also come from smaller, focused companies able to solve specific problems quickly and develop technologies with both defence and civilian relevance.
A SOVEREIGN DEFENCE ECOSYSTEM MUST BE ABLE TO ENGAGE START-UPS WITHOUT SMOTHERING THE SPEED THAT MAKES THEM USEFUL.
That point matters because many of the most important defence technologies now emerge from dual-use domains. Artificial intelligence, autonomy, robotics, cybersecurity, advanced materials, communications, sensors and data analytics are not confined to traditional defence laboratories. They are being developed in commercial markets, universities, research ecosystems and private-sector technology companies.
A sovereign defence ecosystem must therefore know how to spot value wherever it appears. It must be able to engage start-ups without smothering the speed that makes them useful. It must protect sensitive requirements while still allowing experimentation. It must test emerging technologies quickly without compromising standards. It must procure early versions without locking itself into immature solutions. It must scale what works, stop what does not, and learn from both.
This also requires a more honest relationship with risk. Traditional defence procurement is designed to reduce risk, and rightly so. National security, public money and human life are involved. Caution is not a weakness. But excessive caution creates a different risk: the risk of being too slow. The answer is not to weaken standards. It is to create different pathways for different types of capability. A major aircraft programme and a counter-drone software update shouldnot move at the same rhythm. A strategic platform may need years of design, testing and certification. A battlefield application may need rapid iteration, controlled experimentation and continuous improvement. A mature defence ecosystem must be able to operate at both speeds.
This dual-speed model is becoming one of the defining features of modern defence. Long-cycle programmes provide strategic mass, endurance and high-end capability. Short-cycle innovation provides adaptability, responsiveness and surprise. The challenge for governments is to connect the two without allowing the processes of one to suffocate the other.
For industry, this changes the meaning of competitiveness. A competitive defence ecosystem is not only one that can produce advanced systems. It is one that can respond to changing demand, integrate new technologies, support upgrades, strengthen supply chains and collaborate across different tiers of the industrial base.
For armed forces, it changes the meaning of readiness. Readiness is not only having equipment available. It is having the organisational capacity to absorb new tools, adapt tactics, train users, update doctrine and feed lessons back into development.
For policymakers, it changes the meaning of sovereignty. Sovereignty is not only ownership. It is agency. Can a nation act independently when conditions change? Can it adapt systems without waiting for external permission? Can it mobilise its own industrial and technological base? Can it turn national knowledge into operational advantage?
The future battlespace will not reward static capability. It will reward systems that can evolve, institutions that can learn, industries that can scale and partnerships that can move with purpose. That does not mean speed at any cost. It means speed with discipline. Speed with standards. Speed with strategic intent.
For countries building sovereign defence ecosystems, the conclusion is hard to avoid. Innovation is no longer enough. The ability to turn innovation into usable capability quickly, repeatedly and at scale is becoming one of the defining measures of national defence strength.
In the past, defence advantage was often built through possession. In the future, it will increasingly be built through adaptation. The nation that learns fastest will not always win. War is rarely that simple.
